About Dr. Randy Glean

Dr. Randy Glean is the Director, International Services at Midwestern State University. He has been at the institution since 1997, as a political science professor and director of international services. He holds degrees in mass communications, international relations, public law and political science. He earned his advanced degrees at the prestigious Washington University in St. Louis.

Dr. Glean has taught courses in political science, American constitutional law, and judicial processes at the undergraduate and graduate levels. He has presented and authored numerous scholarly papers on public law and international education. In addition, he handles numerous complex duties for the university.

He is responsible for managing the university’s legal processes for hiring international faculty and staff; this entails insuring compliance with all Department of Labor and Department of Homeland Security processes. Completes all surveys, counterpart processing; manage the flow of documents to the appropriate signatories on campus; advise foreign faculty and staff the H 1B, I-140 and other processes. 

Dr. Glean has also placed over 400 students in various graduate and professional programs at numerous universities. He has taken students on graduate school visits; created and established the Caribbean Recruitment Program on his campus that recruited over 700 International students to Midwestern State University in the past twelve years. 

He has personally secured over $800,000 in scholarship support and donations; maintains 99% retention and graduation rate among his recruits; directs and manages the office of International Services responsible for almost 450 international students. 

Dr. Glean has recruited  in the Caribbean, West Africa, India, Sri Lanka, and The Maldives, with plans to  expand to  Germany, Norway, Estonia and Latvia.  He has sound knowledge of geography, foreign cultures, J-1 Exchange programs, F-1 visas and H-1B visas, US immigration processes and politics, geopolitical challenges, and development issues. He has also interacted favorably with many organizations including USAID, OAS and several NGO partners. He has conducted numerous seminars and forums on US education, immigration, legal system, and higher education opportunities in many countries.

He lists his most significant achievement as “the conception, nurturing, and growth of the Caribbean Recruitment Program at Midwestern State University.” He is interested in expanding his outreach to create programs in India, Sri Lanka and the Indian sub-continent, and to expand his current efforts to add more West African students to his fold.

Dr. Glean believes that there is a world of hope and yearning that is often shut out by the constraints of limited resources, lack of precise information, legal obstacles, and family apprehensions. That is the world in which many aspiring university students like you, in both developed and developing countries might exist.
